Clean the base of the wall and check it's dry and free of mortar residue.
Apply cement adhesive with a notched trowel to the back of the piece.

Leave a 2-3 mm flexible joint between the baseboard and the floor and seal it afterwards: paving expands with heat, and if it has nowhere to move it pushes on the baseboard and either pops it off or cracks it down the middle.
